651系は、JR東日本初の特急電車として1988年に登場しました。明るい白色の塗装は、485系などの古い国鉄形電車と鮮やかな対照をなしています。電動機と制御装置は211系に似ており、最高速度は130 km/hです。新しいE657系の営業運転開始に伴い、651系は段階的に引退しました。
Series 651 appeared in 1988 as the first express train type from JR East. Its bright white livery contrasts sharply with older JNR-style trains such as Series 485. Its motors and controllers are similar to Series 211, with a maximum speed of 130 km/h. As the newer Series E657 entered service, Series 651 was gradually withdrawn.
