アーバンネットワークは京阪神のJR近郊輸送をまとめる名称で、普通・快速・新快速を組み合わせた運転が特徴です。1989年登場の221系は転換クロスシートを備え、1994年登場の223系は新快速の130 km/h運転を担いました。1991年登場の207系など4扉通勤車は普通電車に使われ、輸送目的に応じた設計の違いが見られます。
Urban Network is the name used for JR suburban services around Kyoto, Osaka and Kobe, combining local, Rapid and Special Rapid trains. Series 221, introduced in 1989, provided reversible transverse seating, while Series 223, introduced in 1994, supported 130 km/h Special Rapid operation. Four-door commuter designs such as Series 207, introduced in 1991, worked local services and illustrate the different requirements of each duty.
