These trains were originally built as Shizuoka Railway's first high-performance trains, designated Series 300, at the company's Naganuma works. As built, they were commuter trains with approximately 18 m bodies, three pairs of double-leaf doors per side and longitudinal seating. After the Shizuoka–Shimizu Line's fleet was standardised on Series 1000, all three trainsets, comprising six cars, were transferred to Fukui Railway. There, folding steps were fitted, mixed transverse and longitudinal seating was introduced, and air-conditioning was added; the trains were used on express services.
