In 1999, EMU 209-950 were built to test TIMS information transmission and IGBI inverter, and later renamed to E231-0. After two years testing, a total of 30 trainsets (300 cars) were delivered to Chuo-sobu local services, from Mitaka to Chiba. One trailer has 6-doors in a side.中央・総武緩行線は、2000年にE231系が最初に投入された路線です。1999年に登場した209系950番台は、TIMS と呼ばれる車内伝送システム、新しいIGBTインバータを搭載していました。同系の量産車として、中央緩行線にE231系0番台が投入されました。六扉車が組み込まれているのが特徴で、10連30本が活躍しています。
